Andrea Chao

Andrea Chao is a partner at international law firm Bird & Bird, based in Amsterdam. She focusses on advising employers & contractors on the construction and procurement of complex construction projects. Andrea chairs FIDIC Task Group 17, which is tasked by the FIDIC Contracts Committee to prepare a collaborative contract as a new addition to the FIDIC suite of contracts. She has co-drafted the Dutch collaborative early contractor involvement model contract DG2020, since its launch used to delivery hundreds of projects with a value of several Bn (also available in English). Furthermore, she is a board member of the Dutch Society for Construction Law.

Kee Meng Fai

Meng Fai is a senior partner at a boutique law firm in Kuala Lumpur, specializing in construction, energy, and infrastructure law. He has over 15 years’ experience in this specialist area, having practised both in Singapore and Malaysia. Apart from dispute resolution, his practice focuses on drafting and advising on construction contracts, offering valuable guidance on project management for a wide range of infrastructure projects. This includes urban transport, high-value commercial developments, residential property development agreements and mixed-use projects encompassing Grade A corporate office towers, residential towers, and retail space with a gross development value (GDV) of RM800 million. Meng Fai leverages his legal expertise alongside a seasoned understanding of the industry to deliver solutions for his clients.  He empowers clients through training to strengthen their in-house legal and project management capabilities. Meng Fai is a Fellow of the Malaysian Institute of Arbitrators (MIArb) and the Chartered Institute of Arbitrators (CIArb), a panel arbitrator of the Asian International Arbitration Centre (AIAC) and an accredited AIAC adjudicator.

Professor Omoto has over 45 years’ experience in the construction industry in some 30 countries. He is an Adjunct Professor on Contract Management and Dispute Resolution at the Graduate School of Management of Kyoto University (MBA), Japan and received the DRBF’s Al Mathews Award for Dispute Board Excellence in 2012. He was the first Asian appointed to the FIDIC President’s List of Approved Adjudicators.

An outstanding example of his continuous promotion of Dispute Boards is his leadership in the establishment by the Japan International Cooperation Agency (“JICA”) of a program of training on use of Dispute Boards for contracts financed by that agency throughout Southeast Asia (included Vietnam).”

A civil engineer with many years’ experience in project managing major construction works, Peter has served on various forms of dispute board in Hong Kong, Indonesia, Malaysia, the Philippines and Taiwan,. He has also been appointed regularly as mediator, arbitrator and adjudicator for a wide variety of disputes or projects in Asia involving parties from around the world.

He is a Chartered Arbitrator of the Chartered Institute of Arbitrators, a Fellow of the Institution of Civil Engineers and of the Hong Kong Institution of Engineers and an accredited mediator in Hong Kong.

Previous appointments include Secretary-General of Hong Kong International Arbitration Centre, Chair, Society of Construction Law in Hong Kong and Chair, Hong Kong Branch of the Chartered Institute of Arbitrators.
