From 1977 to 1979, Mr. Luong Van Ly worked for the International Law Department, Ministry of Foreign Affairs. From 1979 to 1992, he was a consular officer, then became Head of the Communications Section of the Ho Chi Minh City Department of Foreign Affairs from 1992 to 1994.
From 1994 to 2001, he held the position of Deputy Director of Ho Chi Minh City Department of Foreign Affairs, the local branch office of the Ministry of Foreign Affairs. From 1992 to 1995, Mr. Ly taught International Public Law at the School of Law, Ho Chi Minh City University of Social and Natural Sciences. During this time, he contributed to training many classes of talented lawyers and jurists who are still practicing across the country and many classes of young state civil servants to master the law as a basis for their daily work.
From 2001 to 2007, Mr. Ly held the position of Deputy Director of Ho Chi Minh City Department of Planning and Investment, in charge of foreign investment and ODA projects.
