Mr.Pham Anh Tuan, Vice Chairman of SCLVN, attended and spoke at Eurocharm’s Tall Building Forum 2024 organized in Hochiminh city on May 28th 2024.
Mr Tuan shared some of new updated regulations on firefighting decree which eased the submission procedures by removing the basic design comments stage for good. He also insisted the government and its ministries seemed have studied carefully the situations and obstacles concerned by the investors’ communities and the government has already reacted quickly and decisively by issuing the Decree 50/2024 ND CP to maintain the safety principles of the firefighting design but accelerates the procedure but cutting a month short. He also gave some quick glace on the laws on land which may come to the practice sooner than expected, which may be effective around August 2024 where land costs will likely be quickly decided and confirmed and the projects may move smoothly and fees and costs of land would be defined in the open and easier way.
Tall buildings seem to be clearly defined and buildings above 150m height must be treated in the different ways both technically and legally. He insisted the codes from Europe and US may be a good example for the local governmental bodies to consider how to manage the tall developments. A neighbor China and other Asian development in UAE, Malaysia success in effective development of tall buildings is also a case study where technical issues must be studied and signed off by professional and incentives in the development for projects with on ground parking to be removed form GFA and number of floors may be applied in Vietnam, especially Hanoi and Hochiminh city.
He mentioned tall buildings in a condensed CBDs still the best efforts in saving energy, effective urban development and optimization can be achieved with a proper coordination with the public transport such as Metro.
