Anil Changaroth

Anil Changaroth (FCIArb FSIArb, FPIArb) RHTLAw Asia‘s Co-Head of Environmental, Social and Governance(ESG),  Building/Construction/Projects and Logistics practices/industry groups, is an internationally accredited Mediator, Arbitrator, Adjudicator, Dispute Board, and Restorative Justice practitioner. An Advocate and Solicitor of Singapore, Solicitor of England and Wales and qualified as a Barrister (Middle Temple England), his practices in Asia Pacific primarily in Civil, Commercial, and Criminal Dispute Resolution and front end contract advisory with a focus on Infrastructure, Building and Construction industry. Also holding a Masters of Science in Construction and Dispute Resolution (King’s College London & National University of Singapore), currently working on Sustainability Strategies and Green Economy (with Singapore Management University), Anil is on the Society of Construction Law (Singapore)’s council since 2008, is currently the Law Society of Singapore’s chairpersons of its International Relations Committee and new ESG Working Group, and is the Singapore Representative of Dispute Resolution Board Foundation (DRBF).

Chairs the Board of the Society of Construction Law, Australia (SoCLA).

Caroline is an internationally renowned Commercial and Project Director with more than 25 years’ end to end experience across an array of projects and industries worldwide.

Caroline has a strong skill base in commercial management, contracts and claims management as well as in the provision of setting strategic procurement advice and establishing contract start up, contract drafting and negotiation, financing, contract administration and management, risk management, claims preparation, defence and resolution (including adjudication, arbitration, litigation work and expert witness support). Caroline is currently completing her Master of Construction Law at the University of Melbourne.

Caroline is a thought leader and chairs the Board of the Society of Construction Law, Australia (SoCLA).

Christophe Cougnaud

Partner at Forvis Mazars Legal Vietnam LLC

Christophe is a French attorney, and a member of the Paris Bar.

After practicing for more than 10 years in major British and French law firms in France, he has worked 5 years in Vietnam in a top ranked law firm before joining Forvis Mazars Legal as a Partner, where he develops the International Construction Project & Energy practice.

In Vietnam, he handles all aspects of contractual work on international construction projects, across a wide range of industry sectors including wastewater treatment plants and bridges and, especially, in rail transport. His main practice areas also include risks analysis and alternative dispute resolution. Over the last 5 years, Christophe has advised different stakeholders on the 3 Metro line projects in Vietnam (Hanoi and Ho Chi Minh City).

David Robertson

Partner at White & Case LLP

David Robertson is a partner in White & Case’s International Arbitration and Construction & Engineering team. He has more than 25 years’ experience advising clients on major construction, engineering, energy and infrastructure projects around the world. David has advised on major projects across the Middle East, North Africa, Central Asia, South Asia and South East Asia, with particular experience representing clients on oil & gas and petrochemical projects, offshore engineering projects, off-shore wind farms, thermal and gas-fired power plants, desalination plants, road, rail and metro projects. Dinh Anh Tuyet

Founding & Managing Partner of IDVN

Ms. Dinh Anh Tuyet has over 25 years of experience in investment law, international trade, Vietnam, and Cross-border dispute resolution. Her expertise includes international trade law (trade remedies such as anti-dumping, subsidies, and safeguards), corporate and investment law, M&A, and dispute resolution, including investor-state disputes, arbitration, litigation, and mediation. Prior to founding IDVN, Ms. Tuyet worked for several international law firms in Vietnam and the United States. She is collaborating with leading global law firms and lawyers, including Curtis, Mallet-Prevost, Colt & Mosle LLP (Curtis).

In the field of Investor-State Dispute Settlement (ISDS), Ms. Tuyet is one of the very few Vietnamese lawyers with knowledge and experience in international investment disputes, including UNCITRAL and ICSID Additional Facility Rules. In the field of arbitration, she has served as both legal counsel and arbitrator in numerous cases in VIAC. In the area of international trade, Attorney Tuyet has participated in over 20 international trade dispute cases under WTO Agreements and the laws of the United States, the EU, Turkey, Australia, and Vietnam. She has represented the Vietnamese government in many investigations and trade disputes with other countries such as the United States, Australia, and the EU. In investment, corporate, and M&A law, she has over 20 years of experience advising and assisting clients on investment projects.

Dona Herlinda Karisfa

Dona Herlinda Karisfa is a Senior Manager of Contract Administrator with experience working at a state-owned construction company in Indonesia for over 17 years. She has a Bachelor’s Degree in Civil Engineering and Law from Indonesia and a Master of Construction Law from the University of Melbourne.

Dona obtained a Fidic Certified Trainer Certificate, Fidic Certified Contract Manager and Risk Management Professional.
Dona has served in various positions with various construction projects. She has experience preparing tender documents and executing construction projects at sites. As a Senior Manager of Contract Administration, she leads the team in reviewing and drafting contract documents, preparing claims and defence, negotiating contracts with clients, and guiding the project teams in resolving disputes during project execution.

Do Khoi Nguyen

Partner at YKVN (Singapore)

Nguyen Do is a member of YKVN’s International Arbitration team. During his 13-year tenure at YKVN, he has worked on most of YKVN’s complex and high-value international arbitrations including construction, oil & gas, project, debt restructuring, investment, professional liability, and shareholders’ disputes. These matters include arbitrations conducted under the VIAC, SIAC, ICC, and UNCITRAL rules seated in and outside of Vietnam.
Nguyen frequently writes on Vietnam-related arbitrations. His articles have been published in major arbitration publications including Kluwer Law International, Global Arbitration Review, the International Arbitration Review, and the International Comparative Legal Guide to International Arbitration. He is also the co-editor-in-chief of the Vietnamese version of the FIDIC 2017 Second Edition suite (Red, Yellow and Silver books).
Nguyen is qualified in both Vietnam and Washington State. Nguyen received his JD (2007) and MBA (2003) from Gonzaga University, Washington State, USA.

Harshal Doshi

Director at Secretariat Consulting

Harshal Doshi is a Director at Secretariat with more than 11 years of construction consulting experience. He graduated Cum Laude from the National University of Singapore (NUS) with a Bachelor of Engineering Degree in Civil and Environmental Engineering, and followed it up with a Masters in Civil Engineering with a specialization in structural engineering.
Before joining Secretariat as a consulting professional, Harshal apprenticed under a reputed structural engineer in Singapore. where in addition to core engineering, he received first hand experience of commercial and contractual challenges faced when executing a construction Project.
At Secretariat, Harshal has represented sub-contractors, contractors and owners (including government agencies) and advised them on matters of programming and delay for the purposes planned schedule submissions, claim preparation and/or dispute resolution. His professional experience includes a variety of multi‐million to multi‐billion‐dollar projects in the Power, Oil & Gas Processing, Offshore Construction, Infrastructure, Commercial and Residential Development sectors located in Jordan, UAE, Oman, Qatar, Saudi Arabia, India, Maldives, Thailand, Indonesia, Malaysia, Singapore, Australia, Hongkong, China and Russia.

Joseph Lee

SCL Korea Committee Member & Partner at Yoon & Yang LLC

Joseph Lee is an SCL Korea Committee Member and a Partner / Senior Foreign Attorney at Yoon & Yang. Joseph is an international construction and disputes expert who handles both non-contentious and contentious matters by providing legal advice to contractors, developers and government agencies from wide demographic regions – covering not only Korea but also those from China, Japan, Europe and Middle East. Joseph has been advising clients on various issues arising during pre-development, tender, contracting, construction and post-construction/operation phases of various infrastructure, oil & gas and energy projects. In particular, Joseph advised the Public Works Authority of Qatar (Ashghal) and drafted its entire suite of contracts and ancillary documents for procurement of 18 types of projects and services (a.k.a., 2018 Ashghal contracts), which are widely used in Qatar as its standard form contracts.

Joseph Lee is also an international construction arbitration expert, experienced in advising on and conducting dispute resolution procedures in various fora including ICC, QICCA, KCAB, ad hoc arbitrations and courts in New York, Korea and Qatar. Joseph is also a registered arbitrator at KCAB International.

Kee Meng Fai

Meng Fai is a senior partner at a boutique law firm in Kuala Lumpur, specializing in construction, energy, and infrastructure law. He has over 15 years’ experience in this specialist area, having practised both in Singapore and Malaysia. Apart from dispute resolution, his practice focuses on drafting and advising on construction contracts, offering valuable guidance on project management for a wide range of infrastructure projects. This includes urban transport, high-value commercial developments, residential property development agreements and mixed-use projects encompassing Grade A corporate office towers, residential towers, and retail space with a gross development value (GDV) of RM800 million. Kelvin Aw

Partner at CMS

Kelvin Aw is a partner in CMS and co-heads its infrastructure and construction practice in Singapore. He brings almost three decades of court and board room experiences to champion clients’ interests in both contentious and transactional matters in the sector. Kelvin is consistently ranked as a leading individual by various legal ranking directories for his expertise in construction, projects & energy, and dispute resolution, such as Chambers Asia-Pacific: Leading Lawyers for Business, Legal 500, Best Lawyers and Benchmark Litigation. He has been described as “a very experienced construction lawyer who knows his stuff” and that “he is well-versed in contentious matters, including international arbitration”.

Kelvin is a Senior Accredited Specialist for Building and Construction recognised by the Singapore Academy of Law. He is a fellow of the Singapore and Chartered Institutes of Arbitrators, and an accredited Senior Adjudicator with the Singapore Mediation Centre. In addition, he has served on the Council of the Singapore Institute of Arbitrators and has taught construction law modules at the National University of Singapore.

Kim Rosenberg

Partner in Freshfields; Committee member of the Society of Construction Law (Gulf)

Kim Rosenberg is a Partner in Freshfields’ Global Projects Disputes Group. She has over 20 years of experience in international construction arbitration, which she has supplemented by completing a Masters in Construction Law. Kim is ranked in Chambers Global UAE for Construction: Dispute Resolution and was included in the inaugural Legal 500 Arbitration Powerlist Middle East 2023. From an industry perspective, Kim was chair of the committee that drafted the 2nd edition of the UK Society of Construction Law’s Delay and Disruption Protocol. She is a committee member of the Society of Construction Law (Gulf) and a Board member of the International Construction Law Association. Kim is co-editor and co-author of the Sweet & Maxwell publication Dealing with Delay and Disruption on Construction Projects. Kim also sits as an arbitrator in construction disputes. She is a qualified lawyer in England and Wales and Australia, and a foreign registered legal consultant in Dubai and Singapore.

Le Ba Thanh Chung

Managing Partner at Construction Law Vietnam Counsellors (CLVN), VIAC Listed Arbitrator

Mr. Chung Le is a highly experienced project and construction lawyer with 20 years of practicing in Vietnam and some other countries. Mr. Chung Le is qualified to practice in Vietnam, the State of New York, and before the Supreme Court of the United States. He also holds an LLM degree from Duke University School of Law and an MBA degree from the Chamber of Commerce and Industry of Paris. Since 2020, he has been pursuing the Doctor of Legal Science (SJD) degree at Duke University School of Law.

Mr. Chung has acted as a legal adviser in highly significant country-changing infrastructure and energy projects such as an USD 9 billion refinery and petrochemical project, several complex gas-to-power, LNG-to-power projects and a number of coal-fired power plants in Vietnam.

Mr. Chung has been acting as a lawyer or legal expert in high-valued and complex disputes at Vietnam International Arbitration Centre (VIAC) and Singapore International Arbitration Centre (SIAC).

Dr. Le Net

Partner in charge of Singapore office LNT & Partners, VIAC’s Listed Arbitrator

Le Net is the partner in charge of Singapore office of LNT & Partners. He is also in charge of financial services, infrastructure and arbitration practice group of the firm. In 2019 and early 2020, Net has been leading in a number of signature deals and cases, including: representing PetroVietnam in working with Nghi Son Refinery, acting for a number of subway construction projects in both Hanoi and Ho Chi Minh City, representing lender in a 8-bank syndication deal from China to Vietnam, representing Vingroup in a major M&A transaction, representing major renewable energy companies in wind power and solar power projects, winning an ICC construction arbitration case for Vietnam Expressway Corporation.
Net received his LL.B from Warsaw University in 1996, an LL.M from KU Leuven in 1997 and went on to obtain a Ph.D. from London School of Economics in 2004. He co-founded LNT & Partners in 2006. He taught contracts at Ho Chi Minh City University of Law and published widely in Vietnam and abroad. He is a panel arbitrator at the Vietnam International Arbitration Centre (VIAC) where he has chaired or co-arbitrated many leading cases, and also a panel arbitrator at Singapore International Arbitration Centre (SIAC). He is also a member of Chartered Institute of Arbitrators (CIArb) and a CEDR accredited mediator.

From 1977 to 1979, Mr Luong Van Ly worked for the International Law Department, Ministry of Foreign Affairs, Ha Noi. Shaun Pereira, counsel in the Singapore office of Three Crowns, has advised and represented States, State-owned entities and multinational corporations in disputes subject to arbitration under the ICC, SIAC, HKIAC, LCIA, UNCITRAL, and AAA-ICDR rules in proceedings across the energy, construction, and financial services sectors.

Shaun is recognised in Chambers Asia Pacific and The Legal 500 Asia Pacific, in which clients describe him as having “a brilliant mind capable of grasping complex new concepts”, of being skilled at “grasping the technical fine points”, and as being “well versed in the complexities of construction disputes”.
