Ms. Gan has been working for China Railway Engineering Electrification Bureau Group for 30 years, during which mainly focus on marketing, development and cost management of international infrastructure projects, especially of rail transit, including EPC, EPC+F and PPP projects such as Jakarta – Bandung high speed railway, Urban Rail Orange Line in Lahore of Pakistan, Railway from Hungary to Serbia, Light rail red line in Tel Aviv in Israel, Light rail green and purple line in Tel Aviv in Israel, Light rail in Alexander in Egypt as well as other projects in South East Asia, Europe, and North America, being in charge of the preparation of feasibility and tender documents, and cost management as well as claim issues.

George is a Chartered Engineer & Quantity Surveyor with over 25 years of direct experience in Building, Heavy Infrastructure, Oil & Gas, Mining and Commercial project throughout Asia, the Middle East, Europe and Africa, working for Governments, private sector clients and contractors.
He specialises in the Project and Commercial management of major project, with a particular focus on heavy infrastructure. He is practicing expert witness and on the FIDIC President’s List of Adjudicators.

Dr. Iskandar Purba

Former Senior Project Manager and HSR Systems Expert at Jakarta-Bandung High-Speed Railway Project

Dr. Iskandar Purba, born in Deli Serdang on March, 1969, is a seasoned civil engineer with over 30 years of experience in infrastructure development. He holds a Bachelor’s degree in Civil Engineering from ITB (1993), a Master’s degree (2009), and a Doctorate from Tarumanagara University (2021).

He has led major projects, including the Batam-Tonton Cable Stayed Bridge, Pasteur-Cikapayang-Surapati Elevated Road, Bogor Ring Road Toll Project, and the Jakarta-Bandung High-Speed Railway, where he served as Senior Project Manager and HSR Systems Expert.

Currently, Dr. Iskandar is the Head of the Master’s Program in Civil Engineering at Institut Teknologi PLN, teaching Project Management, Contract Administration, and Construction Claims. He is a Professional Engineer (IPU) with PII, an ASEAN & APEC Engineer, and a certified Competency Assessor (BNSP). He is also actively involved in PADSK and SCLI for construction dispute resolution.

FIDIC Certified Adjudicator; Associate General Counsel at Femern

Jacob C. Jørgensen is an international arbitration practitioner with extensive experience in disputes related to both offshore and onshore construction projects. Jacob is a Fellow of the Chartered Institute of Arbitrators, a CAS arbitrator and is listed as a Certified Adjudicator on FIDIC’s “President’s List”. He has served as an arbitrator under the ICC rules, the rules of the Court of Arbitration for Sport, the rules of the Danish Institute of Arbitration and in ad hoc arbitrations. He regularly publishes within his areas of expertise and speaks at international conferences and as a guest lecturer at the University of Copenhagen.
