Andrea Chao is a partner at international law firm Bird & Bird, based in Amsterdam. She focusses on advising employers & contractors on the construction and procurement of complex construction projects. Andrea chairs FIDIC Task Group 17, which is tasked by the FIDIC Contracts Committee to prepare a collaborative contract as a new addition to the FIDIC suite of contracts. She has co-drafted the Dutch collaborative early contractor involvement model contract DG2020, since its launch used to delivery hundreds of projects with a value of several Bn (also available in English). In Vietnam, he handles all aspects of contractual work on international construction projects, across a wide range of industry sectors including wastewater treatment plants and bridges and, especially, in rail transport. His main practice areas also include risks analysis and alternative dispute resolution. Dr. Dang Hoang Mai graduated with a Bachelor’s degree in Economic Law from Hanoi Law University in 1999, and a Master’s degree in International and Comparative Law in the joint training program between Hanoi Law University and Swedish Lund University in 2004 and began teaching law at Hanoi University of Civil Engineering in 2001. Joseph Lee is an SCL Korea Committee Member and a Partner / Senior Foreign Attorney at Yoon & Yang. Joseph is an international construction and disputes expert who handles both non-contentious and contentious matters by providing legal advice to contractors, developers and government agencies from wide demographic regions – covering not only Korea but also those from China, Japan, Europe and Middle East. Mr. Chung Le is a highly experienced project and construction lawyer with 20 years of practicing in Vietnam and some other countries. He also holds an LLM degree from Duke University School of Law and an MBA degree from the Chamber of Commerce and Industry of Paris. Associate Professor Phạm Hồng Luân has been working at the University of Technology – Vietnam National University, Ho Chi Minh City for over 43 years, teaching at the university level. He was promoted to Senior Lecturer in 2012. His areas of expertise include Construction Engineering and Project Management.

Mr. Dat is also a highly qualified academic and regularly delivers presentations and lectures (as visiting lecturer). He actively participates as a guest lecturer on topics related to arbitration procedures and dispute resolution skills at conferences and training courses conducted by law universities, Vietnam Bar Association, American Chamber of Commerce, Vietnam Banker Association, VCCI, etc.
Dr. Dang Hoang Mai graduated with a Bachelor’s degree in Economic Law from Hanoi Law University in 1999, and a Master’s degree in International and Comparative Law in the joint training program between Hanoi Law University and Swedish Lund University in 2004 and began teaching law at Hanoi University of Civil Engineering in 2001. In 2021, Ms. Mai successfully defended her doctoral thesis at Hanoi Law University with the topic Law on EPC contracts in Vietnam.
With more than 20 years of experience teaching and researching Economic Law and Construction Law, Ms. Mai is currently in charge of teaching specialized subjects in Economic Law and Construction Law at Hanoi University of Construction. And she is a visiting lecturer at Hanoi Law University, as well as participating in legal consultancy for organizations and individuals in a number of cases related to Economic Law, Investment Law and Construction Law.
Mr. Chung Le is a highly experienced project and construction lawyer with 20 years of practicing in Vietnam and some other countries. Mr. Chung Le is qualified to practice in Vietnam, the State of New York, and before the Supreme Court of the United States. He also holds an LLM degree from Duke University School of Law and an MBA degree from the Chamber of Commerce and Industry of Paris. Since 2020, he has been pursuing the Doctor of Legal Science (SJD) degree at Duke University School of Law.
Mr. Chung has acted as a legal adviser in highly significant country-changing infrastructure and energy projects such as an USD 9 billion refinery and petrochemical project, several complex gas-to-power, LNG-to-power projects and a number of coal-fired power plants in Vietnam.
Mr. Chung has been acting as a lawyer or legal expert in high-valued and complex disputes at Vietnam International Arbitration Centre (VIAC) and Singapore International Arbitration Centre (SIAC).
From 1977 to 1979, Mr Luong Van Ly worked for the International Law Department, Ministry of Foreign Affairs, Ha Noi. From 1979 to 1992, he was a consular officer and then became Press Chief Officer at the Ho Chi Minh City Foreign Affairs Office from 1992 to 1994. From 1994 to 2001, he was Deputy Director of the Foreign Affairs Office in Ho Chi Minh City, the local branch office of the Ministry of Foreign Affairs. From 1992 to 1995, Mr. Ly taught International Public Law at the School of Law, the Natural and Social Sciences University of Ho Chi Minh City. Over these 03 years he helped train several classes of talented barristers now practicing all over the country and several classes of government officials who are today putting their solid legal knowledge at the service of their daily work. From 2001 to 2007, Mr. Ly was Deputy Director of Ho Chi Minh City’s Department of Planning and Investment, in charge of foreign investment and ODA Projects. In these capacities he became well known and highly appreciated by foreign investors in Viet Nam and colleagues as an active and effective promoter of the city. Mr. Luong Van Ly contributed a great deal to the creation of VLT Lawyers. In July 2016, VLT Lawyers merged with Phuoc & Partners.
Since July 04th, 2019, Mr. Ly, an ACIArb, is an accredited arbitrator to the Vietnam International Arbitration Center (VIAC). In such capacities, he has been appointed member of several VIAC arbitral tribunals specially in disputes involving foreign parties. Since September 2019 he is the Senior Adviser in GV Lawyers, assisting Partners in consulting in education, health care, construction, commerce and investment.
Le Net is the partner in charge of Singapore office of LNT & Partners. He is also in charge of financial services, infrastructure and arbitration practice group of the firm. In 2019 and early 2020, Net has been leading in a number of signature deals and cases, including: representing PetroVietnam in working with Nghi Son Refinery, acting for a number of subway construction projects in both Hanoi and Ho Chi Minh City, representing lender in a 8-bank syndication deal from China to Vietnam, representing Vingroup in a major M&A transaction, representing major renewable energy companies in wind power and solar power projects, winning an ICC construction arbitration case for Vietnam Expressway Corporation.
Net received his LL.B from Warsaw University in 1996, an LL.M from KU Leuven in 1997 and went on to obtain a Ph.D. from London School of Economics in 2004. He co-founded LNT & Partners in 2006. He taught contracts at Ho Chi Minh City University of Law and published widely in Vietnam and abroad. He is a panel arbitrator at the Vietnam International Arbitration Centre (VIAC) where he has chaired or co-arbitrated many leading cases, and also a panel arbitrator at Singapore International Arbitration Centre (SIAC). He is also a member of Chartered Institute of Arbitrators (CIArb) and a CEDR accredited mediator.
Victor is recognized as one of the leading arbitration practitioners in Thailand. He graduated from Kingston Polytechnic with a BSc in Quantity Surveying and from Northumbria University with an LLM in International Commercial Law (Distinction). He also holds a Post Graduate Diploma in Arbitration from the Reading College of Estate Management and a Diploma in International Commercial Arbitration from the Chartered Institute of Arbitrators.
He has worked in the construction industry in Europe, the Middle East, Africa, South America and Asia. He regularly sits as an arbitrator in both international and domestic arbitrations.
He has particular experience in construction disputes but has also dealt with international trade disputes, shipping disputes, aviation disputes, joint venture disputes and a variety of general commercial disputes. He has accepted 65 appointments to act as an arbitrator and 36 appointments as party representative in arbitration cases. He has been directly appointed as an arbitrator by the ICC, SIAC, AIAC, TAI, VIAC, CIArb and the Thai Courts. He has conducted arbitrations as Presiding Arbitrator, Sole Arbitrator and Co-Arbitrator. He has conducted arbitrations under ICC, HKIAC, SIAC, TAI, VIAC and UNCITRAL arbitration rules. He has conducted arbitrations under English, Indian, Malaysian, Nepalese, Singaporean, Thai and Vietnamese Law.
Head of Economics of Investment and Construction Contracts – Department of Construction Economics – Ministry of Construction
Nguyen Bac Thuy is an expert for a number of large investment projects in Vietnam. One of it is the Dung Quat oil refinery expansion at Long Son. He negotiated EPC contracts for Dung Quat oil refinery. He has participated in compiling many Laws, Decrees and Circulars on construction investment, bidding, public investment, construction contracts, construction investment cost management, etc.
Mr. Thuy is an appraiser at many major cases he also appeared as a lecturer in many training courses for ministries, branches, localities, the State Audit, and enterprises on management of construction investment costs and construction contracts. He is an expert at several international arbitration cases (SIAC, ICC) and also a Mediator in a number of construction disputes.
Mr. Thuy holds a degree in Civil Engineering and a Master in Construction Management from the University of Civil Engineering, Vietnam.

Dona Herlinda Karisfa is a Senior Manager of Contract Administrator with experience working at a state-owned construction company in Indonesia for over 17 years. She has a Bachelor’s Degree in Civil Engineering and Law from Indonesia and a Master of Construction Law from the University of Melbourne.
Dona obtained a Fidic Certified Trainer Certificate, Fidic Certified Contract Manager and Risk Management Professional.
Dona has served in various positions with various construction projects. She has experience preparing tender documents and executing construction projects at sites. As a Senior Manager of Contract Administration, she leads the team in reviewing and drafting contract documents, preparing claims and defence, negotiating contracts with clients, and guiding the project teams in resolving disputes during project execution.
Sanghoon Han is the head of Lee&Ko’s International Arbitration team and has represented both Korean and foreign clients in arbitration proceedings conducted under a number of leading international arbitration rules. Mr. Han also made a name for himself in the Korean international arbitration community as an investor-state dispute specialist. He has represented investors in two cases and also served as a counsel for Korea in three investor-state cases.
Mr. Han serves on the panel of arbitrators at KCAB, AIAC, Thai Arbitration Institute and Mumbai International Arbitration Centre and has acted as an arbitrator in international arbitration cases under the rules of KCAB. Mr Han is a Fellow of the Charted Institute of Arbitrators.
Kim Rosenberg is a Partner in Freshfields’ Global Projects Disputes Group. She has over 20 years of experience in international construction arbitration, which she has supplemented by completing a Masters in Construction Law. Kim is ranked in Chambers Global UAE for Construction: Dispute Resolution and was included in the inaugural Legal 500 Arbitration Powerlist Middle East 2023. From an industry perspective, Kim was chair of the committee that drafted the 2nd edition of the UK Society of Construction Law’s Delay and Disruption Protocol. She is a committee member of the Society of Construction Law (Gulf) and a Board member of the International Construction Law Association. Kim is co-editor and co-author of the Sweet & Maxwell publication Dealing with Delay and Disruption on Construction Projects. Kim also sits as an arbitrator in construction disputes. Joseph Lee is an SCL Korea Committee Member and a Partner / Senior Foreign Attorney at Yoon & Yang. Joseph is an international construction and disputes expert who handles both non-contentious and contentious matters by providing legal advice to contractors, developers and government agencies from wide demographic regions – covering not only Korea but also those from China, Japan, Europe and Middle East. Joseph has been advising clients on various issues arising during pre-development, tender, contracting, construction and post-construction/operation phases of various infrastructure, oil & gas and energy projects.
