On August 3rd, the Society of Construction Law – Viet Nam (SCLVN) successfully organized a training course on Bidding Law No. 22/2023/QH15 and Decree No. 24/2024/NĐ-CP, focusing on essential points for investors and bidding organizers to note. The event took place at the SCLVN office in Ho Chi Minh City.
With the participation and guidance of Mr. Vu Tien Dat, an expert from Authority on Public Procurement, Ministry of Planning and Investment, the Training Workshop was highly effective, covering the following topics:
Topic 1: Regulations in contractor selection: scope of regulation, applicable subjects; bid security; bidding incentives. Q&A on ensuring competition, prohibited acts, etc.
Topic 2: Developing, appraising, and approving the master plan, contractor selection plan, case studies on planning contractor selection, dividing bidding packages, etc.
Topic 3: Forms and methods of contractor selection, important considerations.
Topic 4: Detailed contractor selection process; bidding documents; principles for evaluating bids; regulations for online bid evaluation; case studies on bid evaluation.
Topic 5: Applicable contract types, contract amendments, etc.
Topic 6: Typical situations in bidding.
Topic 7: Key regulations outlining the responsibilities of authorities, project owners, and bid solicitors in bidding activities.
Topic 8: Resolving bidding complaints; procedures for addressing complaints before and after announcing contractor selection results.
