Dr. An Le is the Subject Lead for Quantity Surveying at School of Built Environment, Massey University, New Zealand. With qualifications in Quantity Surveying and Construction Management, she specialises in cost planning, estimating, procurement, and whole-life cost analysis across a range of building projects. Her work emphasises practical cost management and value-driven decision making, including the integration of sustainable and low-carbon construction solutions.
Dr. Le works closely with industry through professional bodies and research partnerships, and she serves as the Regional Director (ASEAN) for the International Council for Research and Innovation in Building and Construction (CIB), helping connect industry practitioners with emerging global best practices. She has published widely and has been recognised for her research impact and contribution to improving cost management and construction practice.
Nguyen Thanh Long

With over two decades of experience in Vietnam’s construction industry, Long Nguyen is a distinguished expert in cost and contract management. As Co-founder and Managing Director of VinaQS Company Limited, he has been instrumental in establishing the firm as a leading local Quantity Surveying consultancy, delivering international-standard services to both local and global clients. Long’s professional journey began in 2005 as the lead Quantity Surveyor at Davis Langdon & Seah Vietnam, where he advanced to Assistant Director by 2008. In 2012, he joined Turner & Townsend as a senior cost and project manager, overseeing projects for prominent international and demanding local clients. By 2014, he co-founded VinaQS, focusing on delivering Quantity Surveying and Cost Management services across diverse markets. His areas of expertise include cost planning, procurement analysis, contract advisory, dispute prevention, and mediation. Long is a certified Project Management Professional (PMP) and a Member of the Royal Institution of Chartered Surveyors (MRICS). Additionally, he is a FIDIC Certified Trainer, actively sharing his knowledge on FIDIC contracts through training sessions and seminars. Long’s commitment to the construction industry is further demonstrated by his active participation in professional organizations such as the Society of Construction Law Vietnam (SCLVN), where he contributes to advancing best practices in construction law and contract management.
Bich Van currently holds the position of Senior Manager – Cost & Contract at a project development company. With experience accumulated over 14 years in the construction industry, Van has had the opportunity to be involved in various aspects of cost management, contracts, and tendering for numerous large-scale projects. She has directly supported and executed the management of major tender packages, utilizing the FIDIC contract framework, from the contract preparation phase and execution through to the final settlement stage. Beyond practical experience, Van also holds a Master’s degree in Strategic Project Management (MSPME) from three European universities and has attained certifications as a Chartered Surveyor (MRICS) and a FIDIC Certified Contract Manager (FCCM). These qualifications help Van enhance her knowledge and apply international standards and procedures in her management work.

Nhan qualified as a Bachelor of Civil Engineering in 1997, and Master of Sciences of Structural Engineering in 2006. Nhan is a chartered quantity surveyor (MRICS).
